In compliance with Libyan judicial rulings,
the Libyan Asset Recovery and Management Office announces the issuance of a final ruling in favor of the Libyan state by the Supreme Court, rejecting the appeal in the administrative case No. 223/69 Q.
This ruling is final, binding, and not subject to appeal, reinforcing the Office’s efforts in protecting and recovering the rights of the Libyan state.

The Office, in coordination with all relevant authorities, reaffirms its commitment to pursuing all local and international cases concerning the state’s properties and assets, ensuring national sovereignty and upholding justice.
The Libyan Asset Recovery and Management Office remains the sole authority mandated with the task of recovering Libya’s assets globally.

The Director General of the Libyan Asset Recovery and Management office LARMO), Mr. Mohamed Ramadan Mensli welcomed Mr Leonard Rendell, senior International liaison officer for the BRITISH national Crime Agency (NCA) aduring an official visit to the LARMO office.
The NCA has under its auspices, the UKFIU, CPC, NECC.

The meeting which was chaired by DG Mensli also attended by Major General Jamal Al-Muzougi, Head of the Financial Crime, Anti-Money Laundering, and Counter-Terrorism Financing Agency at the Prime Minister’s Office, Mr. Mohamed Jumaa Abdo, Chairman of the High Committee for International Cooperation at the National Anti-Corruption Authority. Mr Rendell expressed his readiness to support the office’s efforts and joint work, commending the professionalism and dedication of LARMO as well as the observed productive cooperation between the various Libyan stakeholders. Further engagements are planned to enhance practical collaboration

The Libyan Asset Recovery and management Office Participates in the 20th General Assembly of the “CARIN” International Network in Paris

The Libyan Asset Recovery and Management Office (LARMO) participated in the 20th General Assembly of the “CARIN” International Asset Recovery Network, held in Paris with the participation of 61 countries and prominent international experts.

The office is working on strengthening international partnerships to combat money laundering and recover stolen Libyan assets. Notably, it is seeking to collaborate with the United Nations to become the regional office for North Africa within the network. This ambition will provide momentum to enhance the database infrastructure, expand windows for international financial, legal institutions, and improve collaboration with law enforcement agencies globally.

In this context, the office delegation held significant meetings on the sidelines of the event with several countries, including Ukraine, Portugal, Malta, France, South Africa, Germany, the United Kingdom, and the United States, to enhance mutual cooperation in the field of asset recovery and combating financial crimes.

On Thursday, November 14th a memorandum of cooperation was signed between the Libyan Asset Recovery and management Office (LARMO), and the International Language College, aimed at enhancing the efficiency of the office’s employees in various fields. This agreement seeks to improve the linguistic and administrative skills of the staff, contributing to the overall performance of the office.

Representatives from both sides attended the signing ceremony, where they confirmed the importance of collaboration in achieving common goals and exchanging expertise. The memorandum is expected to include specialized training programs and workshops aimed at developing the essential skills of employees, including enhancing their capabilities and mastering the English language.

During the same event, certificates of completion for the English language course were awarded to trainees who successfully finished the program. This recognition reflects the office’s commitment to developing the capabilities of its employees and improving their skills in line with international requirements.

This initiative is part of ongoing efforts to enhance the efficiency of Libyan institutions and elevate performance levels in accordance with international standards.

Workshop on Combating Financial Crimes and Money Laundering

As part of the ongoing cooperation between the Libyan Financial Information Unit at the Central Bank of Libya and the Anti-Money Laundering and Counter-Terrorism Financing Department at the Libyan Asset Recovery and Management Office (LARMO), a significant workshop was held, focusing on combating financial crimes and money laundering.

The workshop was attended by the Head of the National and International Cooperation Department at the Financial Information Unit, along with the Head of the Anti-Money Laundering and Counter-Terrorism Financing Department at LARMO.

During the workshop, the latest techniques and methods used in combating money laundering and terrorism financing were discussed. Participants also exchanged experiences and knowledge, contributing effectively to the development of integrated strategies to address financial challenges. This initiative plays a vital role in enhancing local capabilities in combating financial crimes and strengthening cooperation between relevant entities.

A consultative meeting was held today between the Libyan Asset Recovery and Management Office and its counterpart in Ukraine (arma),Through the zoom application,with the attendance of a representative from Europol. This meeting comes within the framework of the regular meetings of the “CARIN” international network, of which larmo is a member. The discussions focused on exchanging technical expertise in the fields of digital investigation, performance methods, and evaluation. Both parties agreed on a future action plan, and it was noted that a bilateral cooperation agreement between the two institutions should be arranged.

It is worth mentioning that Europol (the European Union Agency for Law Enforcement Cooperation) works to enhance cooperation between EU countries to combat organized crime and terrorism. It provides support to national authorities through investigations and intelligence analysis to tackle cross-border crimes such as drug trafficking and cybercrime.

As part of its ongoing efforts to preserve Libyan assets, recover stolen funds, and looted artifacts, the Libyan Asset Recovery and management office (LARMO)has announced its support for Libya’s accession to two UN conventions. This significant step comes after the signing by Mr. Taher Al-Baour, the acting Minister of Foreign Affairs for the Government of National Unity, of the **United Nations Convention on Jurisdictional Immunities of States and Their Property** and the **Beijing Convention on the Judicial Sale of Ships** at the United Nations headquarters in New York.

This step follows a series of consultations in which the LARMO participated, aiming to safeguard the Libyan state’s assets abroad from encroachments and protect them from legal claims. The Ministry of Foreign Affairs clarified in its statement that these agreements are part of a comprehensive strategy, involving the Libyan Assets recovery and management office , to protect Libyan assets abroad and strengthen the country’s legal position against any attempts of seizure or freezing.

The official spokesperson for the LARMO confirmed that the office played a key role in paving the way for these agreements by fulfilling its vital mission of tracking, monitoring, and protecting Libyan assets abroad, as well as providing legal and technical consultations to enhance the office’s ability to recover and preserve assets and funds.

Today marks one year since the tragic event that struck the city of Derna, bringing back the depth of pain and sorrow we have all endured. On this occasion, the Libyan Asset Recovery & Management Office (LARMO) extends its heartfelt condolences and sympathy to the families of the victims and those affected.

Over the past year, the people of Libya have demonstrated remarkable solidarity and unity, which has helped mitigate the impact of this disaster. Today, we remember all those we have lost and express our gratitude to everyone who provided aid and relief. The memories of Derna remain in our hearts, and we will continue to work towards a better future for all.

The challenges we have faced during this difficult time have only strengthened our resolve to rebuild and foster hope for the future. On this anniversary, we reaffirm our commitment to supporting the city of Derna and its residents in every step towards recovery and growth. Regular Meeting of the Libyan Asset Recovery and Management Office to Review International Agreements

A regular meeting was held under the chairmanship of the DireyGeneral of the Libyan Asset Recovery and Management Office, along with several directors and experts from the office. The meeting focused on discussing and evaluating a set of important international agreements that should be utilized, as they will facilitate Libya’s dealings with host countries, particularly in legal matters.

Among these agreements, reference was made to the UNIDROIT Convention on Stolen or Illegally Exported Cultural Objects and the Asset Protection Law, which the office presented and found acceptance from the Ministry of Foreign Affairs.

During the meeting, the Director General emphasized the importance of ongoing cooperation between the office and the Ministry of Foreign Affairs and International Cooperation. He also expressed the office’s readiness to celebrate the International Day of International Agreements, which will be held next September.

This meeting reflects the office’s commitment to enhancing international cooperation in the areas of recovering cultural and tangible assets and strengthening institutional work to achieve shared goals.
